Peculiarities of public properties
According to the statistics, majority of buildings of social infrastructure, which currently operate on the territory of the Russian Federation, were commissioned 30 to 50 years ago. Thus, presently most of schools, hospitals, kindergartens etc. do not meet the requirements of modern town-planning standards.
Public properties reconstruction: economic factors
Since there are fundamentally new requirements to public properties comparing to those existing 20 to 30 years ago, reconstruction of such properties becomes the question of the day. It covers nearly all aspects of life – starting from the quality of microclimate and ending with premises adjusted to modern equipment. Moreover, range of materials used has significantly grown nowadays, which favors, in the first place, considerable minimization of costs without putting downward pressure on quality of works and, secondly, it facilitates introduction of complex solutions, which allow using building area and available energy resources more effectively.
Public properties reconstruction as a necessity
Considering all the town-planning standards and regulations dictated by modern society, it becomes evident that the major part of social properties requires partial or full reconstruction. Reconstruction of public properties allows not only changing interior and external design of a building, but also improving its convenience and service ability. For instance, new facilities for people with limited mobility are introduced or are being improved in theaters and concert halls. Practically in respect to any property there are opportunities for improvement of safety conditions for children, as well as fire safety system, climate-control system and other improvements by means of execution of reconstruction works.
